今天上午，杭州官宣楼市新政，全面取消住房限购、优化公证摇号销售、加强住房信贷支持、优化积分落户政策、推动高品质住宅供应等措施都在其列。
你还记得上一次杭州全面取消限购是在什么时候吗？
上一次杭州全面放开限购，时间轴还要拉到2014年8月，这一政策也只持续了两年左右，到2016年9月就结束了，之后杭州实行限购，一直至今。
时隔近8年，杭州全面取消住房限购，这意味着什么？对购房者和房东来说，接下来该怎么办？
易居研究院研究总监严跃进认为：
5月9日，杭州全面取消限购。此次政策优化调整意义重大，也意味着5月开始，各地将迎来一波空前大的政策放松潮。
首先，全面取消限购。“回顾杭州最近两年限购放松的路径，先是针对近郊区市场进行放松，而后针对核心区的二手房进行放松。此次明确，上城、西湖、拱墅和滨江也不再限购，到此类区域认购新房不需要社保缴纳条件。”严跃进说，此次政策属于中央政治局4月底会议后全国首个全面取消限购的城市案例，对于一些还在限购的城市也具有非常大的启发。
其次，杭州是首个明确“以房定地”政策的城市。
“这也是全国首个对此前自然资源部供地新政的回应。”严跃进分析，此前自然资源部明确，要基于“以人定房”“以房定地”的思路，同时也明确要对标住建部的住房发展规划要求。杭州是全国首个基于该政策做出的地方优化版本。也意味着，一些高库存区域的城区，后续可能会减少供地、暂停供地或盘活存量和闲置土地。这充分落实了中央政治局提及的“统筹研究消化存量房产和优化增量住房”的政策导向。
很多改善一族很关注这一点，就是明确挂牌即享受首套资格。
“这次杭州跟进，是今年的创新点，也是以旧换新政策后一个非常有价值的政策。”
按照过去的逻辑，若是二手房挂牌待售，那么此时认购新房，其认购新房是要按照二套房的标准进行的，影响了以旧换新的过程。新政之下，房东即便不按照以旧换新的模式去做，在普通中介门店只要挂牌，那么此时看新房的成本会很低，即可以享受首套房的首付比例和房贷利率。
新政还明确了购房即可落户的导向。
等于是优化了积分落户的政策。通俗理解就是购房就可以落户。严跃进说：“建议其他城市也推出这个政策，将提振住房市场和提供落户政策等进行有机结合”。
第五点，明确摇号退出和推动高品质住宅供应。
1、取消公证摇号的销售要求，有助于更好促进此类过严政策的退出。
2、明确推动高品质住宅供应。近期各地的政策都开始提及该政策，这是个高频词。至少包括配套完善、低密度、绿色低碳、科技建筑等四个维度。这也意味着后续在高品质住宅方面会持续形成供地、交易等系列支持文件。
对于未来政策与市场趋势的判断，严跃进认为，首先杭州做了标杆，即全面取消放松限购。“各地近期对于一些政策有批评声，即不要‘挤牙膏’。”杭州政策有助于全国其他城市的政策全面放松。
其次，杭州政策后，5月份将迎来一波全国罕见的放松潮。放松会涉及到购房政策、首套房认定标准政策、二手房出售政策、摇号政策、落户政策、高品质住宅政策、供地和出台交易政策等。“相比过去简单的‘政策放松’思维，当前政策特点是存量和增量市场打通、土地和住房市场打通、房地产和户籍政策打通、短期刺激和中长期规划政策打通、‘人房地钱’四个领域打通。”
第三，此次政策后预计全国房地产市场将迎来一波较好的去库存行情。这对于各地楼市的交易也带来积极影响。
对于此次新政发布，杭州贝壳研究院院长上官剑认为：
新政，对稳定杭州市场成交量及价格具有非常积极作用。限购的全面取消，一方面，有利于有意愿和有能力的全国人民来杭州买房，直接助力主城区新盘销售；另一方面，促进本地改善型需求更加积极地释放，进一步保持主城区新房市场的活跃度。而购房落户，意味着放宽落户门槛，这是2016年以来的再重启，利于吸引人口的流入，增加购房的吸引力，直接利好学区房。
